Dr. Abundio Balgos

The President of PortaMed Innovations Corporation is Dr. Abundio Balgos, a graduate of, and retired professor at the University of the Philippines, Manila, where he served for 35 years as teaching faculty and clinical researcher at the UP College of Medicine and the Philippine General Hospital. He has served various administrative positions in UPCM-PGH at one point serving as Associate Dean for Planning and Research, and later as Vice Chancellor for Planning and Development, before he opted for early retirement to set up and manage as President of The Health Centrum Hospital in Roxas City since 2011 up to the present. He is a former Regent of Capiz State University, and current member of the Board of Trustees of St. Paul’s University Hospital in Iloilo, and the College of St. John Roxas. As an entrepreneur, he previously managed a respiratory therapy service company, and is current President of Ubodtech software company, and Corporate Secretary of Alunsina Leisure Corporation. He has been an advocate of primary care and universal health care, which was strengthened when he was appointed to head the USAID ActSwift Program under the Philippine Tuberculosis Society, Inc. Despite the termmination of this TB-control project, Dr. Balgos has continued this advocacy in the establishment of PortaMed Innovations Corporation, which envisions to bring portable medical diagnostic and therapeutic services to the community.

Mr. Owen Magalona

He is the Corporate Secretary of Portamed Innovations Corporation. Armed with a Post-Graduate Education Master in Development Management from the Development Academy of the Philippines Business, he has a wealth of experience on governance health care, with over 20 years of leadership and management experience at the Philippine Health Insurance Corporation (PhilHealth). He brings deep expertise in organizational management, policy execution, and stakeholder engagement, with a strong track record in strategic planning, operations oversight, and institutional development across regional and local levels. His knowledge of PhilHealth policies will bode well with PortaMed’s thrust towards serving universal health care needs.

Mr. Yeong Gi Kim

Mr. Yeong Gi Kim, its Treasurer, is a visionary healthcare strategist, a bridge-builder between cutting-edge AI and real-world impact In the vibrant heart of Southeast Asia, by crafting the future of medical diagnostics — blending ultraportable X-rays, AI innovation, and public health missions into unstoppable campaigns. Graduating from Seoul Natiional University, he moved to San Jose California, U.S.A., where he co-Founded and became Vice President of DASAN Networks. He later became CEO of Garosu.com (KOSDAQ), STWORX, Lee International Medical Group Hongkong & Korea. He is the founder and currently CEO of Remedi Philippines OPC, which has faciliteated the entry of the latest ultraportable xray (UPXR) with Artificial Intelligence interpretation, which is the main product of PortaMed Innovations Corporation. He brings to PortaMed his advocacy for TB elimination, as a dealmaker with a surgeon’s precision, and a dreamer who backs every dream with a master plan.

Mr. Joel Mesinas

Our Operations Manager, he is an experienced and dependable Rad Tech, MRI/CT Application Specialist with strong professional ethics, long-term commitment, and a cooperative work approach. He is known for respectful communication with physicians, technologists, engineers, and management, with over 35 years of international experience supporting hospitals, imaging centers and medical equipment distributors in the Philippines, United States, and the Middle East. Highly adaptable to new technologies, company standards, and structured workflows, with a strong sense of responsibility in representing medical equipment distributors and supporting customer success. Moreover, he has extensive experience working alongside sales teams and service engineers, providing pre-sales demonstrations, post-sales clinical training, workflow optimization, and long-term customer support. He is recognized for reliability, technical depth, mentorship, and the ability to build strong, lasting relationships with healthcare clients—key strengths for distributor-based organizations.
